Royal Decree in force · Direct grants to named bodies · Not an open call
Royal Decree 829/2026 regulates eleven direct grants covering deaf and hard-of-hearing learners, early-years provision in Ceuta and Melilla, local education, teacher development and other programmes. It funds specified activities but creates no new general duties for schools.
Binding regional resolution in force · Mandatory instructions for affected providers
The Resolution of 22 September 2026 introduces a common procedure for certifying 60 hours of basic construction risk-prevention training and 300 hours of intermediate occupational risk-prevention training. It identifies the covered programmes, curriculum-planning duties and the process for issuing certificates.
Binding regional correction resolution in force · Mandatory timetable
The Resolution of 1 October 2026 corrects the extraordinary-admission timetable for the first cycle of Early Childhood Education in region-owned centres. Applications remain open until 20 October and final lists move to 3 November.
Binding national basic directive in force · Defined education scope
Order INT/1068/2026 publishes Spain’s new Basic Self-Protection Planning Directive. It covers defined education establishments, requires drills at least annually and allows up to four years to adapt existing plans, without imposing the full plan on every school.
Two binding regional orders in force · Mandatory process
Two Education Department orders open the renewal of school councils in non-university public schools and publicly funded private schools. Electoral activity must take place from 5 to 23 November and the new councils must be constituted before 16 December 2026.
Royal Decree 806/2026 in force · Parliament dissolved
Royal Decree 806/2026 dissolves Congress and the Senate and calls an election for 29 November. Pending parliamentary initiatives lapse at the end of the legislature; enacted legislation and regulations do not disappear.
Enacted and published State law · Not yet in force
Act 4/2026 recognises a right to inclusive, universally accessible and free education with individual support; limits special-school placement to reasoned exceptional cases and redefines educational guidance. It was published on 3 October and will enter into force on 23 October 2026.
Current administrative resolution · Correction to instructions for public schools
Joint Resolution 110/2026 amends the organisation instructions for Canary Islands public schools. Alongside collection by an authorised adult, a school may exceptionally allow a child to collect and accompany a younger sibling after assessing the particular circumstances.
Draft Royal Decree at public-hearing stage · Not in force
The Ministry is accepting submissions until 6 October on a draft governing quality assurance for private VET providers in the education system, associated and second-chance centres, and the State Network of VET Centres of Excellence. It has not been approved and creates no current duties.
Royal Decree 738/2026 in force · Establishes one designated centre
Royal Decree 738/2026 establishes the National Reference Centre for Aircraft Construction at the Illescas Training Centre. Its remit covers sector intelligence, training innovation, qualifications and cooperation with companies and other institutions; specific activity will be set out in work plans.
Current administrative resolution · Experimental project limited to six public schools
Resolution 1084/2026, published on 25 September, authorises the experimental ‘Libres’ project for 2026–2027 in six named public schools. It combines family and teacher training with pupil sessions on respectful relationships, equality, consent and preventing violence, including online violence.
Administrative resolution · Voluntary participation call
Resolution 1042/2026 of 17 September, published on 18 September, sets out the Positive School Climate Plan and certification arrangements for 2026–2027. Participation is voluntary for publicly funded non-university schools in the Canary Islands.
European Commission proposal · Not in force
The European Commission has presented the EU KIDS Act, a legislative proposal—not current law—to delay autonomous social-media accounts until age 15 and require safer design, privacy-preserving age assurance and stronger accountability from major platforms. Parliament and Council must now examine and may amend the text.
Binding regulation · Governance only
Spain has updated the composition, voting and meeting rules of the General Council for Vocational Education and Training. The decree is already in force, but it does not change curricula, admissions or day-to-day duties for VET providers.
Approved · Nationwide framework
Royal Decree 707/2026 establishes basic cognitive-accessibility conditions across Spain. Its rules address information and communication, digital content and forms, goods and services available to the public, relations with public authorities, buildings and employment. Some employment duties apply specifically where a worker has certified intellectual disability of at least 33%.
In force · Regional scope
Order 3538/2026 applies to staff in private and indirectly managed first-cycle early-years centres in Madrid that fall under the XIII collective agreement. From 1 September, minimum services include the director and one teacher or early-years educator per 12 pupils under one, 18 under two and 24 older pupils or part thereof; food and cleaning must also be maintained where provided.

SEPE’s Occupational Observatory analyses 2,845 advertisements and translates 24 profiles into concrete requirements. The common signal is not one “future profession”, but a combination of qualification, verifiable tools, applied experience, languages and professional requirements where relevant.
European Commission report · Evidence, not legislation
A new European Commission analysis of school leadership combines very high job satisfaction with a warning sign: 77.5% of principals identify administrative workload as a source of stress and 37.2% expect to leave the profession within five years.
Open European initiative · Voluntary participation
From 10 to 25 October, schools, libraries and communities can organise and register coding, digital creativity, AI or robotics activities. Participants do not need specialist expertise or a large event.
Measured employment and estimate · Not open vacancies
The Laboral Kutxa and IKEI report separates measured green employment from activities that may be transformed. It counts 26,643 full-time-equivalent green jobs in the Basque Country in 2022 and 27,778 in 2023, while estimating that energy investment could add 2,969 jobs by 2030.

InfoJobs published 207,984 vacancies in September. Purchasing, logistics and warehousing led volume with 42,038 positions, followed by commercial and sales with 35,111; warehouse workers and sales representatives were the largest individual profiles.

Spain’s AEI accepts applications until 26 October 2026 at 14:00 mainland Spanish time. The organisation submits the project and nominates the candidate; students do not apply independently for this funding.
Employer forecast · Not observed vacancies or contracts
A new reading of the CRUE study separates intention from actual hiring. Fifty-one per cent of surveyed employers expected to recruit recent graduates within the following two years; engineering, business and commercial education, and computing were the most frequently cited profile families.

Two European Commission reports · They are not laws and create no new duties
Two European reports published on 22 September examine generative AI in learning and uneven access, teacher preparation and evaluation in school digital education. For school leaders, the practical question is what pupils actually learn, how teachers are supported and who digital tools leave behind.
Announcement of legislative preparation · No open call
The Ministry of Science, Innovation and Universities has started work on the decree needed for the first knowledge and innovation transfer assessment. It would complement existing research assessments; the text has not been published and applications are not open.
Official statistical forecast · Not binding regulation
The Ministry forecasts 8,204,237 learners in non-university general education in 2026–27, 44,937 fewer than the previous year. Primary education is expected to fall by 2.6%, while vocational education and training grows by 3.1%. These are national opening-of-year estimates—not final enrolment figures or a forecast for any individual school.

Funding decision · Not a recruitment call
Spain's General Conference for University Policy has agreed the regional distribution of €149,674,540 under the María Goyri programme. The Ministry says the state-funded 3,400 assistant professor posts have already been contracted. The wider programme is intended to add 5,638 posts progressively by 2028, including 2,236 financed by the autonomous communities.
Official call · Honorary awards
AESAN has opened the 2026 NAOS Awards to public and private organisations with projects developed in Spain. Two categories specifically recognise healthy-eating and physical-activity initiatives in early-years, primary and secondary education. The awards carry no cash prize, and projects should be completed and positively evaluated.
In force
Order 3286/2026 sets the renewal calendar and 2026–27 amounts for textbooks and curricular materials. It covers publicly funded schools and includes management support and coordinator supplements for state-funded private schools; it does not apply to fully independent private schools as such.
Official results
The Ministry reports 666,318 accredited teachers, 23,004 school digital plans, 278,449 digitised classrooms and 374,747 devices under the national recovery programmes.
Sector position · Not regulation
After meeting the Ministry, CICAE warned that lower ratios without sufficient funding could raise costs and reduce provision among private early-years settings. CICAE stated that no regulatory draft, timetable or scope had been published at that point.
EU policy framework
The Council framework prioritises literacy, mathematics and science, the teaching profession, vocational education, higher education, inclusion and lifelong learning, with digital and green transitions running across them.
