Our interpretation

Why it matters

The instrument takes effect on 16 October and sets the beneficiaries, amounts, procedure and reporting rules. It must not be presented as a competitive call or a new protocol: only the named bodies may apply and the delivery duties fall on them.

Editorial recommendation

What to do

The eleven named beneficiaries must submit their application and documents within ten working days of commencement, deliver the funded activities by 31 December 2026 and account for them before 1 April 2027. Schools that are not named beneficiaries do not need to apply or amend protocols because of this decree.

What is funded and who is affected

The total is €4,877,976. Inclusion- and school-related lines include €230,076 for the MUS-E programme in Ceuta and Melilla schools; €28,000 each for CNSE and FIAPAS work with deaf and hard-of-hearing learners; €64,000 for the Spanish Federation of Municipalities and Provinces; and €615,750 for each of Ceuta and Melilla for first-cycle early-years education.

Other lines cover the Popular Universities project, the Parque de España school in Rosario, teacher development and digital competence, educational programmes produced by RTVE, VET outreach and work by the Francisco Giner de los Ríos Foundation.

  • These are direct, named grants: there is no competitive procedure or application open to any school.
  • Financial, delivery, audit-trail and reporting duties apply to the named beneficiaries and will be specified in their individual grant decisions.
  • References to local work on absenteeism, bullying and emotional wellbeing describe fundable aims; they do not amend regional protocols or create new duties for every school.

Editorial analysis

What changes for schools

The decree secures funding for programmes and bodies working with schools and learners, but does not require schools to join them, apply for funds or introduce new measures. Participation and delivery at school level will depend on the beneficiary and its individual grant decision.

It does not amend safeguarding and wellbeing coordinator functions or bullying and cyberbullying protocols. The item is therefore classified under News › Regulation as a funding instrument and does not require a change to the regional protocol tool.
