Our interpretation

Why it matters

The resolution amends the Canary Islands instructions implementing VET levels D and E and creates required actions for providers delivering the listed qualifications. It is not a draft, non-binding guide or voluntary call, and it does not extend the certificates to all VET provision.

Editorial recommendation

What to do

Departments in the affected professional families must identify the first- and second-year learning outcomes containing the prevention training and include them in teaching plans. Once the learner has completed the programme and applies, the provider's secretary must issue the certificate with the headteacher's approval; a private provider's certificate must also be endorsed by the head of its linked public centre.

Territory, instrument, publication and legal status

Canary Islands. On 22 September 2026, the Directorate-General for Vocational Education and Specialised Education adopted a resolution expanding the Resolution of 30 October 2024 on the implementation and delivery of VET levels D and E.

Certificates and providers within scope

  • Basic construction risk prevention: 60 hours for the Construction Technician; Interior Works, Decoration and Refurbishment Technician; Higher Technician in Construction Organisation and Control; Higher Technician in Building Projects; and Higher Technician in Civil Works Projects.
  • Intermediate occupational risk prevention: 300 hours for the Higher Technician in Occupational Risk Prevention programme.
  • The resolution affects public and private Canary Islands providers delivering those qualifications, their professional departments, leadership teams and secretariats, and learners who have completed the programme and request certification.
  • It does not create a general certificate for every VET learner or replace other preventive or professional requirements.

Verified facts

Required provider actions

  • The professional-family department must identify the first- and second-year learning outcomes containing the certificate content and include them in teaching plans.
  • The provider's secretary must issue the certificate after the learner completes the programme and applies, with the headteacher's approval and using the official Annex X or XI model.
  • For a private provider, the certificate must be endorsed by the head of the public centre to which it is attached.
  • For blended or online delivery, the basic construction certificate requires the provider to guarantee at least 20 in-person teaching hours.
  • Leadership teams must circulate the resolution within the education community; the inspectorate will supervise compliance and advise teams when requested.

Verified facts

Application, requests and limits

The resolution is not a call for applications and sets no single deadline for certificate requests. A certificate is issued only after successful completion of the programme and at the learner's request. It also sets no specific transition period for updating teaching plans.

It does not amend school-climate, bullying or cyberbullying protocols or the safeguarding and wellbeing coordinator's functions. The item is therefore added to News › Regulation, while the regional protocol-activation tool remains unchanged.
