Wellbeing is not a programme.
It is how a school is organised.

Six areas, one responsibility

Safeguarding does not begin when a report arrives.

It begins with culture, reporting-route design, training and the school's everyday decisions.
01

Coordination

Wellbeing and safeguarding

A visible, trained lead connected with leadership, counselling, inspection and external services.
02

Minors

Best interests and participation

Safe listening, accessibility, confidentiality and particular attention to vulnerability.
03

Prevention

A culture of care

Training, known reporting routes, induction, transitions, positive coexistence and peer support.
04

Intervention

Bullying and repair

Immediate protection, a fair investigation, differentiated measures and restorative follow-up.
05

Digital setting

Cyberbullying and evidence

Contain spread, preserve evidence, secure accounts and remove sensitive content.
06

Governance

Records and data protection

Restricted access, traceability, necessary communications and objective records for every decision.

LOPIVI · section 35

A statutory role that must become real capability.

The coordinator acts under the supervision of school leadership or ownership. National law sets minimum functions and each education authority specifies the regional requirements.

Read section 35
01

Train

Promote prevention, early detection and safeguarding training for staff, students and families.

02

Coordinate

Connect protocols, the coexistence plan and cases requiring social services or other authorities.

03

Be visible

Act as the main, clearly identified reporting contact for students, staff and families.

04

Prevent

Promote wellbeing, respectful treatment, peaceful resolution and respect for diversity and disability.

05

Report

Trigger immediate police or data-protection reporting where the statutory risk threshold is met.

06

Shape the environment

Include healthy food and everyday wellbeing within the school's safeguarding culture.

School operating model

Coordination works when the system does not depend on one person.

01

Known framework

Regional protocol, coexistence plan, flows and named owners accessible to all staff.

02

Response network

Leadership, safeguarding, counselling, tutors, inspection and external services with activation criteria.

03

Traceability

Objective records, limited access, reasoned decisions, preserved evidence and a follow-up calendar.

04

Whole wellbeing

Safety, belonging, mental health, food, accessibility and participation as one strategy.

From rule to response
