Medicine: €17.025 million to maintain 1,135 additional places at public universities

Royal Decree 854/2026 provides €15,000 per place to maintain second-, third- and fourth-year Medicine places above the verified programme capacity in 2026–2027. It is neither a student admissions call nor funding for new first-year places.

Our interpretation

Why it matters

The instrument turns the expansion started in previous years into an immediate operational task for beneficiary public universities: an electronic application, traceable enrolment records, direct allocation of eligible costs and reporting. Leaders must focus on sustaining teaching and clinical capacity already in use, not on advertising new access.

Editorial recommendation

What to do

Universities in the annex should coordinate the rectorate, management, medical school and internal control to request the first payment within seven working days from the day after commencement, identify enrolments active on 31 December and keep these costs separate from any incompatible funding for the same places.

Verified facts

What changed and its legal status

Royal Decree 854/2026 was published on 22 October and entered into force on 23 October 2026. It is a binding national instrument authorising direct, non-competitive grants solely to the Spanish public universities listed in Annex I that deliver a Medicine degree.

The maximum is €17,025,000: €8,655,000 charged to 2026 and €8,370,000 to 2027. The annex allocates 683 second-year, 305 third-year and 147 fourth-year places —1,135 in total— at €15,000 per maintained place.

Verified facts

What it funds —and what it does not

  • It funds places above the verified programme capacity that had already been evidenced by 31 December 2025 and remain actively enrolled on 31 December 2026.
  • Eligible costs include teaching staff and directly linked current expenditure —teaching and laboratory materials, reagents, consumables, services and routine maintenance— from 1 September 2026 to 31 August 2027.
  • Capital investment, durable assets, building works, indirect costs and non-mandatory advertising are excluded.
  • It does not open student admissions, provide student grants or include private universities: it sustains additional cohorts already under way at public universities.

Verified facts

Management timetable

  • First advance payment: electronic application within seven working days counted from the day after commencement.
  • Enrolment: funded places must be evidenced as active on 31 December 2026; the certificate is due between 31 December 2026 and 31 January 2027.
  • Second payment: applications from 2 to 23 March 2027.
  • The State Secretariat for Health completes awards by decision and payments remain subject to adequate and sufficient appropriations.

Editorial analysis

What university leaders should take from it

The number of places is a fundable ceiling, not automatic income. Each university must evidence the individual continuity of enrolments and connect every cost to the funded cohorts. Staff costs shared with other degrees require apportionment, and other aid for the same purpose and places is incompatible.

Editorially, the measure should be explained as medium-term university and healthcare capacity policy. It does not by itself solve constraints in clinical placements, accredited staffing or postgraduate medical training; those need separate monitoring.
