VET: €6.46 million for reference centres and €31.30 million for quality, through different funding routes

Spain’s Official Gazette publishes two separate instruments: direct grants for National Reference Centres and a regional allocation to improve VET quality. Leaders must distinguish the recipients from regional activities that may create participation opportunities.

Our interpretation

Why it matters

There is no single funding pot open to every provider. Confusing state funding, regional transfers and the eventual call can lead to budgeting for income that has not been awarded.

Editorial recommendation

What to do

Identify the relevant sector’s reference centre, monitor regional implementation and prepare projects with separate costs and evidence. Do not commit expected income or advertise funded places before checking the actual terms.

Reference centres: legislation in force, named beneficiaries

Royal Decree 828/2026 of 14 October was published on 15 October and entered into force on 16 October. It authorises €6,461,407.79 for National Reference Centres’ 2026 work plans. Beneficiaries are the named public administrations and bodies that own the centres; funded activities may only be delivered by designated reference centres.

The plan spans 2026 and 2027. Each award has a twelve-month delivery period starting when its award decision is published in the National Subsidies Database: it does not automatically start on 16 October. Supporting accounts are due three months after that period ends.

Eligible activity includes innovation, digitalisation, sustainability, cooperation with providers and businesses, and training for teachers, trainers and guidance professionals. Ordinary centre operations and fixed-asset investments are excluded. Payment is structured as a 60% advance in 2026 and a 40% balance in 2027 after completion and justification.

Quality: a regional allocation, not an award to each provider

The Resolution of 5 October, published on 15 October, publishes the Education Sectoral Conference agreement of 18 September. It allocates €31,296,070 to Skills competitions, mobility, projects, training and placements. After deducting 2024 balances, the amount to transfer is €30,308,302.45. These are different figures within the same allocation, not additional pots.

Delivery runs from 1 September 2026 to 31 August 2027. The Basque Country and Navarre are not included because of their special fiscal arrangements. Activities may receive ESF+ co-financing and must not be double-funded. Regions must submit their implementation statement by 30 November 2027.

The agreement publishes the allocation and its conditions; it does not itself open a general application window for providers. Access and each participant’s duties depend on the relevant regional instrument.

Editorial assessment: prepare delivery capacity, not anticipated income

Public VET leaders can prioritise proposals that fit regional programming. Private or international providers delivering Spanish VET cannot infer eligibility merely from operating: they must check each activity’s recipients, conditions and selection process.

Working with a reference centre may offer technical updating, training or sector partnerships, but this decree does not guarantee a particular opportunity for every provider. Keep the partnership strategy separate from a grant’s financial file.

Editorial recommendation

Recommended follow-up for leaders and finance teams

  • Assign responsibility for monitoring regional decisions, TodoFP and the relevant reference centre’s programmes.
  • Prepare a project sheet covering objective, team, employer partner, timetable, cost and verifiable outcome.
  • Separate funding, accounts and evidence to prevent charging the same activity twice.
  • Record the actual award date and applicable deadline; do not use one timetable for both instruments.
